The NFPA 14 Standard Committee will be meeting in Florida on April 7th & 8th. A copy of the public comments is attached. Please advise Brian Conway and Jerry Graupman of any public comments where our membership would like to take a directed position.

“NFPA has released 150 “Public Inputs” (formerly known as “Proposals”) for the next edition of NPFA 14. Please contact your representatives on this committee, Brian Conway and Jerry Graupman, if anyone would like to direct the IFPA vote on any item. The meeting to review Public Inputs is on March 4th and 5th.

Summary:
I have attached a pdf with the public comments on the NFPA 14 Committee’s Report on Proposals. I would like to hear from our members who have a strong opinion on any of the public comments, but in particular, I would like to call our member’s attention to Log #1 on page 5 and Log #2 on page 17. Log #1 is an attempt to require galvanized pipe for all dry standpipe systems. That proposal was rejected by the committee in the ROP stage. The proposal has now been modified to allow the use of black pipe in dry standpipe systems when the “air supply” is either nitrogen or from a regenerative air compressor. My intent is to oppose this with the same justification as given by the committee during in the ROP. While I am not certain of Mr. Hague’s intent, I believe Log #2 is meant to give the 14 Committee an opportunity to confirm our position that pumps in series should be allowed to be in separate rooms (e.g., stacked vertically as opposed to the current position of the NFPA 20 Committee), or to otherwise resolve what could be a conflict between NFPA 14 and NFPA 20 that would require the Standards Council action to resolve. My intent is to support the current position of the NFPA 14 committee, thereby allowing pumps in series to be installed on different levels of a building.

Summary:
1. The NFPA 14 (standpipes) committee will be meeting in Phoenix on April 3rd and 4th to review 38 “comments” that were made in response to the Report on Proposals. The comments have not been made public yet, but I will forward a copy as soon as I see them. 2. Attached is a proposed NITMAM regarding a potential conflict between NFPA 20 (fire pumps) and NPFA 14. You can read the details in the attachment, but basically the NPFA 20 committee is proposing to require a pumps arranged in series to be located in the same room. The NFPA 14 committee has acted to continue allowing pumps in series to be placed in different rooms (which allows vertical stacking of pumps, for example, a pump in the basement can use express risers or standpipes to supply another pump on an upper floor of a building). By this Friday, March 23, 2012, our committee must cast a ballot to decide whether one of our members, David Hague, will represent the NFPA 14 Committee on the floor at the June convention in opposition to the NFPA 20 position on this issue. My preliminary vote (along with all committee members who voted with the exception of 1) was to allow David to represent the 14 committee. Unless directed otherwise by our membership, I will continue to support this action.
